All users of online computer systems or networks accessible through the Frankfort Public Library's computers and wireless access points, including the internet, world wide web, and any online services, bulletin boards, or discussion groups, are advised that such computers, wireless access points, and systems that are made available to the Library and its patrons exclusively for educational and informational purposes. The Frankfort Public Library provides free access to these online services to supplement and enhance information sources in the library's collections. Users of the Library's computersand wireless access points are further advised that the Frankfort Public Library neither controld, nor can be held responsible for, the contents of these systems, networks, and services that all of the online information, graphics, and messages accessible throughout the library's computers and wireless access points originate outside the library.
Due to the overwhelming demand for internet access and the limited staff and computer resources, Frankfort Public Library's Internet computers are designated for the exclusive use of Frankfort Public Library District card holders. All other patrons may only make use of the Internet Express Station or the Library's wireless Internet access using their own equipment.
Library users must remember the following concerns when evaluating information obtained from the internet:
- Information obtained from online services may or may not be reliable, authoritative, accurate, or current.
- Links to information from online services may not always be valid. Particular information sites on the online services may sometimes be unavailable and this unavailability often occurs unpredictably.
- Certain information obtained from the online services may be considered contraversial by some library patrons.
The Frankfort Public Library urges library patrons to be informed consumers and carefully evaluate information obtained on the online services. The Library cautions patrons about the potential damage of transmitting personal information, such as credit card numbers, via online services. The Library is not responsible for damages, direct or indirect, that arise from a library patron's use of online information resources.
Use of the Library's computers and wireless access points must be for legal, acceptable uses. Unacceptable uses include, but are not limited to:
- harassment of others;
- defamation of others;
- disruption or unauthorized monitoring of electronic communications;
- unauthorized copying of copyright-protected material;
- destruction or damage to equipment, software, or data;
- activities in violation of local, state, or federal laws, ordinances, or regulations;
- use of electronic information networks in any way which violates licensing and payment agreements between the Frankfort Public Library and network or database providers; and
- behaving in a manner that is disruptive to other users, including overuse of computer equipment that serves to deny access to other users.
Persons who use the Library's computers and wireless access points for unacceptable uses may lose the privilege of using Library facilities including access to its computer systems.
Users should be aware that they may encounter messages, materials, or graphics that they find offensive. Parents are strongly advised to monitor their children's use of the Library's computer system, or the services, programs, and networks connected to it, if they wish to control the information, messages, and graphics to which their children are exposed.
Illegal acts involving library computer resources, including the wireless access points, may subject the patron to prosecution by local, state, and federal authorities.
Internet users using the Library's computers must acknowledge acceptance of this Internet Access Policy each time they logon the the Library's Internet Stations.
Library cards must be in good standing. Fines of $5 or more must be paid before Internet access is allowed.
Internet users are required to limit use to viewing online service sites that are appropriate in a public setting.
The Library recognizes that the Internet may contain material that may be inappropriate for children. As with other library materials, restriction of a child's access to the Internet is the responsibility of the parent or legal guardian. Children under the age of 9 years must be accompanied by an adult or other guardian during use of the internet. Library staff will not monitor children's use. A parent or guardian must sign (in person showing identification) an Internet Access User Agreement for youths under the age of 18. See exception for Internet Express Station and Wireless Internet Access below.
A parent or guardian of children under the age of 18 who chooses not to sign the Internet Access User Agreement must be present at the Internet Station with the child for the entire session and use the parent or guardian's library card to gain access.
Internet Express Station
Patrons over the age of 18 may use the Internet Express Station and will be required to acknowledge acceptance of the Internet Access Policy each time they logon to the Internet Express Station
Patrons under the age of 18 must be accompanied by a parent / responsible adult or have followed the standard registration procedures as outlined in the Internet Access Policy.
USE IS ON A FIRST COME FIRST SERVE BASIS for one session per day not to exceed 15 minutes. The patron will be automatically logged out after 15 minutes - no warning may occur.
There is a limit of two simultaneous users. The 15 minute time limit applies to a simgle user or a simultaneous pair.
Wireless Internet Access (ADDITIONAL INFO)
Patrons with wireless access capabilities on their own equipment, such as laptops, PDA's, etc. are welcome to use the Internet through the Library.
This access option is open to patrons of all ages; parents or guardians of children under the age of 18 are responsible for supervising and gaurenteeing their child's proper and safe use of the internet.
No registration or sign-up is required.
Use of the Library's wireless access points constitutes acceptance of this Internet Access Policy.
The library provides NO filtering or virus protection on its wireless Internet acess points for patrons.
The Library assumes no responsibility for damage caused to patrons' equipment (hardware or software).
Patrons are responsible for configuring their equipment to access the Library's wireless Internet access points. Library staff will only be able to provide a network address or name to the patron.
The Library staff offers basic assistance on using the internet, as well as the online catalog, and other databases, but cannot offer in depth training. The reference staff is always available to assist patrons with locating books, periodicals, and other materials about the internet. It is also possible for staff to ecaluate or judge the quality or merits of every site that users may access.
Registration
1. Applies to the following users:
- Frankfort Public Library card holders under the age of 18 using the Library's standard internet computers.
- All patrons under the age of 18 using the Internet express station.
2. Library cards must be current and in good standing.
3. Patrons under the age of 18 who are using the Internet for the first time at Frankfort Public Library need to register at the circulation desk.
Sign-Up Procedures for Standard Internet Computers
- A signed Frankfort Public Library Internet Access User Agreement must be on file for patrons under the age of 18.
- Patrons will be limited to one hour of internet per visit if other patrons are waiting. Further time limits will be determined by staff in the best interest of all patrons.
- There is a limit of two simultaneous and registered users per internet computer.
- Patrons who choose to print files or documents from the Internet will be charged 10 cents per page. CHARGES MUST BE PAID AT THE CIRCULATION DESK.
- Internet computers are available on a first come, first serve basis. If all stations are in use patrons may signup on the queue computer which will assign the next available computers.
